Is Dave suggesting this is happening locally? And if so, what's the story?Surely he's not suggesting that some government agency is dumping waste on farmland without the consent of the owners?

It looks like it's just not been screened properly for contaminants. This could either be done by the council before the farmers get it or by the farmers before they spread it. It looks like sometimes neither can be bothered. There are proposals to autoclave rubbish before it's recycled or used for energy and fertiliser and that process would presumably make it easier to sort. http://www.inverness-courier.co.uk/Home/Super-waste-plant-to-be-bui... However this is 'black bag' waste. It's assumed the green waste is 'green'. I think often the problem is that the brown bins are used by passers by to dump whatever they want to dispose of and the rubbish is not then checked at any stage.
